This was posted by Jagu in the comments section; it sheds some light on the current situation:

Following the planned outage to relocate the Jeddah terrestrial cable a fault developed in the submarine section at the Jeddah Branching Unit. Due to which traffic will remain in the current condition on the system until the time of the repair. Preparations are taking place by the marine department to get a spare branching unit shipped to a port where the ship can pick this up ready to proceed with the repair. We also need to obtain permits to carry out the repair which is in Sudanese waters. It is anticipated that these permits will take approximately 15 days to obtain. We are likely to be using the cable ship Rene Descartes. Further details of the preparations on the marine activities will be provided as they become available in future reports. When the repair takes place traffic on the local route from Suez to Aqaba will remain in place and traffic from Mumbai to Fujairah will remain in place although both will experience a number of small interruptions. The express path from Suez to Mumbai will be down during the repair operation as the BU will be replaced.
It is anticipated that it will be between 15-20 days before the repair operation actually starts and the repair will take between 5-10 days depending on the weather conditions at the time. It is a more complicated repair than we have had in the past as there is the branching unit to replace and there are three cables that have to be recovered and spliced (with each splice normally taking about 24 hours).

Basically; we are screwed for the next 20+ days. I would contact your ISP if you are experiencing any slow downs; demand a discount, speed upgrade or/and free days. In this day and age it is ridiculous for a major ISP to be operating completely on one underwater fiber link. There should be multiple connections to various backbones and enough backup to support failed links. I am currently getting 3.27KBps … which is the same rate as my dialup connection back in 96. Its good to know that Kuwait is moving backwards in increments of 10 years.
